— The Effects of Streamlining on the Administration of Rural Areas — Recent reforms, geared both towards decentralisation and deconcentration, raise questions about and have an impact on the administration of rural areas. The law of 16 December 2010 contributes considerably to the completion of municipal reform and provides for a streamlined map of rural inter-communal co-operation. It also strives to establish coherent management structures so that the rural administrative landscape can be clearly understood. Through the RGPP (Révision Générale des Politiques Publiques, General Public Policy Review), the State has re-organised and repositioned its public services in rural areas, aiming to streamline wherever possible. This has reinforced the impression that the State is disinterested in rural areas. It appears that all-out streamlining is the strategy applied to the administration of rural areas across the board
