As they are quite vague, the terms “local competencies” and “local policies” require further clarification. However, it is undeniable that local competencies must fall within the scope of national policies, and, conversely, public policies, which are decided upon by national authorities, must, because of their local dimension, involve local and regional authorities in their implementation. It is difficult to navigate the path between the constraints imposed and the cooperation desired. It is unclear whether the adjustments made to the competencies of territorial authorities made by the law of December 16, 2010, will provide real answers to these questions.
