— Forest policy reform in Quebec: a new framework of reference within the State — The governance of public forests in Quebec is currently undergoing a period of transition characterized by the gradual integration of new guidelines with regard to public forest management practices. The resulting policy reform reconsiders the roles of forest industry and the State in the management of public forests advocating, among other things, stronger State accountability with regard to the management and regionalisation of decision-making. This publication describes the adaptations taking place within the internal structures of the State in the context of adopting the new forest regime and highlights the main changes that have affected structural dynamics in the management of Quebec’s public forests. In this context, the management structure is also extended on two interrelated levels: provincial and regional. This adaptation is carried out in accordance with the impact of and issues linked to the reform, by various means ranging from operational process adjustment to full administrative restructuring.
