As the provision of public services continues to grow, a growing degree of complexity comes with their implementation. Loss of rights occurs in circumstances unanticipated by legislation or case law. This mainly concerns social rights, wherein the provision of services is, in principle, subject to numerous conditions and periodic assessment. Loss of rights is the product of many factors that are difficult to isolate, but its effects can be identified: public services fail to work effectively for citizens, and a situation of administrative breakdown becomes a practical reality.
