Administrative Simplification in Universities: Processes without Systematic Anticipation

An administrative simplification may result from various processes such as: a strategic intent, an organizational mimetic behaviour, an appearance discourse, a logic of tools or procedures... In terms of impacts, simplification affects the production processes, the methods of organization (structures, routines) and may even challenge the objectives of the service, in a sometimes uncontrolled way. The French Universities provide many examples of these trends and adverse effects of administrative simplification. Analyse shows clearly the need of an anticipation of the effects, of the involvement of agents and of an evaluation demarche of results.
