Simplification of Means and Processes: A Way of Managing Tensions Generated by Public Governance in Universities

Since the reforms LOLF (2001), LRU (2007) and RGPP (2008), French universities have faced paradoxical injunctions requiring to use specific management methods for dealing with tensions in public governance. While the literature usually analyses the management of these tensions through discursive or behavioral instruments, our research objective is to reveal, with the example of French universities, the role of performance indicators in the management of these tensions. A comparative study of data from three levels of performance indicators for French universities allows to illustrate this analysis by identifying and characterizing instrumental and procedural simplifications intended to manage these tensions.
