From ‘creatures of the government’ to ‘proximity government’: The sinuous path of Quebec municipalities

Municipalities in Canada have often been considered as creatures of the provinces. However, in Quebec, the provincial government has recently recognized them as “proximity governments”. This new policy brings an original response to the issue of municipal fragmentation. On the one hand, the new policy confirms the predominance of the local level as well as the abandonment of a regional model based on a partnership between civil society and local elected officials. On the other hand, this package of reform opens a new legal and financial chapter in the complex relationship between the province and the municipalities, mainly the bigger cities who are the main beneficiaries of this status.
