The decline of the French unions of municipalities, or the forced erasure of the model of intermunicipal subsidiarity

At its creation in 1890, the French union of municipalities illustrates the will of the State to build an intermunicipal cooperation around a theoretical model. This model gave a large role to a kind of institutional subsidiarity which was based on the primacy of the municipal will. Gradually weakened by a new functional conception of intermunicipality initiated by the State, the institution of unions of municipalities experienced, in legislative terms, a significant qualitative and quantitative erosion. This erosion, driven by the affirmation of new institutional models with radically different frames, shows the decline of the intermunicipal model based on subsidiarity.
