An institutional seizure of intercommunity: How the transportation union of municipalities of the Lyon Area maintained itself from 1959 to 1974

This article questions the survival of a transportation union of municipalities in a context of territorial reform. in France, This reform, initiated in the 1960s, promotes the rescaling of urban governance and led to the strengthening of intermunicipal structures. The study of the creation of the Lyon Urban Community shows the strategies developed by leading urban mayors in order to maintain political balance and hierarchy among elected officials. Maintaining the transportation union of municipalities allows the framing of a transportation policy in line with the mayors’ interests. This confiscation of debates on the distribution of intermunicipal resources is particularly detrimental to the working-class suburbs. It contributes to the denial of the transport problem in neighbourhoods.
