Coordination within the governments of Canada and Quebec: Striking a balance between supervision and efficiency

With reference to the increased requirement for coordination in modern government practice, this paper reviews the tools and practices set up within government services in Canada and Quebec province. The first part addresses coordination at the level of the government system as a whole, in particular in terms of structures, while the second part deals with processes. A third section looks at culture as an instrument for coordination. The final part considers the tensions, issues and challenges that coordination poses within government departments, particularly for a federal state such as Canada.
