An Établissement public Territorial within the Grand Paris Metropolis, between budgetary stress and institutional struggles: the case of Est-Ensemble

Its central argument is that this EPT is caught between the communal anvil, which enjoys the legitimacy of universal suffrage, and the hammer of the PGM, in a context of extreme institutional uncertainty. Considering that none of these institutions is a winner from the territorial reforms, the hypothesis considers financial constraints as a framework structuring institutional conflicts. A factor for integration through fiscal incentives, the tightening of budgetary constraints then became a barrier when multiple financial tensions led mayors to withdraw to the communal level.
