Regional planning schemes facing the challenge of planning transitions

Five years after the publication of the so called “NOTRe” Act, the drafting of the first generation of “regional planning schemes, sustainable development and equality of territories” (SRADDET) contain strategies that break with the current planning models: they mark a turning point as to the inclusion of environmental issues in planning. The development of these forward-looking visions is certainly one of the most convincing results of these first plans. However, this is not a new planning method, as these plans had to integrate pre-existing plans that were at the top of the hierarchy of urban planning plans. Between a highly evolving context of national policies for ecological transition since 2015, the urgency to act and the affirmation of the local governments, the SRADDETs will have to find their place. The prescriptive dimension, which the legislator has given them, has not proved to be effective. In the implementation phase that is now beginning, the Regions will have to assert their leadership role and mobilize dialogue with the territories and the State to ensure that the progress made in these documents is sustained.
