The organic law of December 28 2021 relating to the modernization of public finance management substantially modifies the organic law of August 12001 relating to finance laws by integrating into it a reinforced multi-annual management of public finances intended to better monitor the execution of central government commitments taken in the multi-year public finance planning acts. It also includes provisions allowing for a more rigorous application of budgetary principles with regard to the practices of the LOLF and accentuates the requests for information and the powers of Parliament to vote and control public finances. However, the rules of governance come up against legal and political limits and the information requirements of Parliament cannot undermine the distribution of powers between the executive and the legislature in matters of public finances.
