The ECB between institutional independence and concentration of power: a perspective on the administration and its evolution

The ECB enjoys a very strong independence and very important powers. Such powers have mainly been studied from the perspective of its competences, its political decision-making process and its governing bodies (President, Executive Board, Governing Council, etc.). This paper hints at a purely administrative change dynamic which contributed to reinforce the ECB. Concentration of power arising from both its statutes and the extensive interpretation made by the ECB of its independence led to the emergence of internal counter-powers. Out of a kind of “trick of the public reason”, such counterpowers continuously contributed as change agents in the institution until the most recent period. This period looks into the administration transformations resulting from this process.
