Examining the evolution of the French National Agency for Radioactive Waste Management (ANDRA), this article will look at how organizational work is an essential component of public policy elaboration, at the level of political frameworks, organisational formalisation, and ultimately the implementation of operational mechanisms. This will allow us to explore the intersecting links between change and continuity. In the case of radioactive waste, organisational shifts have in fact helped to preserve the highly contentious solution of geological disposal, despite the fact that path dependency is generally credited to inertia.
