The historic emergence of a political and normative Francophonie in a context of crises: from the Versailles summit to the Chaillot summit (1986-1991)

This article examines the genesis of the process of politicization of the Francophonie from the Versailles summit in 1986 to the Chaillot summit in 1991. Based on archival research and the collection of testimonies, it traces the appropriation by the Francophonie of the challenges of building the rule of law, the promotion of democracy and the defence of human rights in a context of crises produced by the end of the bipolarity. This period 1986–1991 constitutes the moment of a true democratic turn of the Francophonie starting from the second half of the years 1990, which led to the declaration of Bamako in 2000.
