The similarities between predominant argumentation and approaches concerning the same solutions from one country to the other, are rather perplexing, given how much these countries? situations differ from one another. Given the successes and failures, such a paradox cannot be considered without questioning the rationale underlying the management of such changes, and also, maybe, without any truly epistemological critique of administrative reform.
