The 1995 administrative reform in Brazil, which was inspired by the New Public Management guidelines, aimed not so much at reducing the State as at making it more effective in regulating and stimulating domestic markets in a context of increased international competition. The reform prompted a redefinition of the legitimate domain of intervention of the State as well as changes in administrative institutions and policy instruments. By setting up regulatory agencies, executive agencies, and social organizations, the reform increased diversity in institutional forms of policymaking, as shown by the definition of a new type of property that is public yet outside of the State. Though the reform is incomplete, its effects have been significant throughout the 2000s, especially at the level of States.
