The end of the Cold War has confirmed America’s power and the United States has experienced imperial temptation, with the advent of neo-conservative movement resulting from the September 11, 2001. However, the military stalemate in the Middle East, or the natural and economic disasters that have weakened the U.S. population have undermined the superpower. In addition, the U.S. are in competition with new economic, military, strategic, financial and intellectual centres, which emerge. Furthermore, America is no longer as attractive as in the past and is tempted by the downturn. The balance of the world evolves, neither bipolar nor unipolar or completely mulltipolar, but rather apolar.
