“We are at war”: Vulnerability and securitisation facing the coronavirus

Security studies have considerably evolved for the past two decades and have broadened with new actors, frames of reference and stakes. A process of securitisation has thus emerged, especially to consider the action of a government faced with a precise vulnerability, such as the coronavirus epidemic. However, if this approach allows decision makers to justify widened frame and powers in time of military, environmental or sanitary crisis, they must also accept the consequences of their decisions once this exceptional moment has passed.
