Over the past ten years, the French public administration has been conducting studies with a view to improving cost-benefit analysis and thereby integrate environmental dimensions into its appraisals and assessments. This paper describes the process of producing a system of references for public policy. It focuses on the collective value of CO2 and highlights the most important characteristics of this process and related issues for public policy.
