Since its introduction in 1945, the pension system has increased the living standard of retirees. Retirement pensions make up an essential share of elderly people’s resources. The broadening of the population covered and the increase in the level of pensions have strongly contributed to bringing down the poverty rate among elderly people. To round out the system, a minimum old-age pension was introduced as a safety net for elderly people who have not been able to earn a sufficient pension to cover their basic needs. However, successive adjustments have not always kept the minimum old-age pension brackets above the monetary poverty line.
