New Container Terminals in Belgium: Coincidence or Necessity?

Parodying the title of a famous essay by Jacques Monod (1971), this article attempts to synthesize several research studies that have examined the relevance of opening (or not) new container terminals in recent years in Belgium. These terminals are essential components in intermodal transport networks, but they have a cost. To be profitable, the additional cost of transshipment must be offset by a gain in transport costs. However, there is no a priori guarantee that an additional facility will be profitable, whereas the opening of new terminals is very regularly mentioned as a “must have” in the pre-election political speeches..JEL : R42, R53, R58
