Resisting International Development: Central Asia in the Czarist, Soviet, and Post-Soviet Eras

In fact, the democratization projects of international development agencies are merely weak echoes of two previous attempts – infinitely more powerful and determined – to radically change Central Asian society : czarist Russification, and Sovietization.
