Demographic and institutional factors only partially explain the rate of unemployment in Algeria where between 1990 and 1997 it exceeded 24% of the working population. However, those features hardly explain the breaks in the unemployment growth trend. Neither do they reveal the causes of persistent under-employment despite the flexible policy carried for more than ten years. This article analyzes the causal link between the accumulation regime that pushes economic growth and labor market performance. Also, it evaluates the productivity and accumulation effort that is necessary for a mid-term reduction of unemployment.
