This paper examines the trajectories and uses of concepts and policy instruments advocated by the World Bank in Mali. Building on a multidisciplinary approach, it shows how the circulation of international injunctions results in varying interpretations, competing practices, and refashioned discourses, and how their effects constitute a major departure from their original aims.
