Role and Limitations of the Project Approach in the Coastal Zone Development of Nador (Morocco)

The project is a particular mode of organization of public action that has long dominated the practice of development assistance. During the 1980s, the identification of its limitations led to the questioning of this domination by providing palliative solutions. This article attempts to test the effectiveness of this questioning in the specific case of the development of the Nador lagoon (Morocco). It demonstrates that the project remains the preferred instrument of development cooperation and has not freed itself of the shortcomings that have been documented for the past forty years.
