In the context of the international economic crisis which prevailed in 2009, all the UN organizations set up a commission made up of personalities who all had previous experience as senior politicians, which was responsible for reporting on the notion of fundamental social protection. Their report highlighted several new elements?: the level of national wealth does not necessarily correlate with the possibility of constructing a social protection system?; social protection is a principle which creates wealth and contributes to development, and social protection does not hamper growth. But if it is to prove its efficiency, social protection must be designed from both the standpoint of demand (health insurance) and that of supply (healthcare professionals), and then be evaluated.
