Smart cities: Is there anyone in charge?

The explosion of data in the urban setting re-evaluates the city that we want—which may be a city of services. In this analysis, we pay most attention not to data but to the actors concerned, as they are the subjects of data collection and consumers of data services (citizens and users), either because they work in this industry (the eco-digital system), or because they are trying to accompany the movement (civic techs). In particular, there is the public actor, as this new landscape has shaken up the very definition of municipal service (public or otherwise) and of the governance of the city. A new ecosystem is in gestation, and past references are not a great help, because the power of data reshuffles the cards. Who holds the power? Who is legitimate? What is the status for municipal services—public, private, or mixed? Should we not pursue public project management to confront these new issues?
