Although the damage caused to health and society by alcohol consumption in France are clearly established and considerable, no coherent and effective policy can be implemented. Indeed, the interest groups linked to the alcohol industry are not only powerful, but they have succeeded in placing the debate in a context of defending the culture, thus relativizing the risks and damage. The means to achieve an effective policy are known. The challenge for actors in public health is to return to the real question being posed: how can public health issues return to the forefront?
