Manager without being an executive. Professional identity as a managerial resource

This contribution examines the process of implementing a training project for local supervisors in a local authority (“office managers”). Desired by management, this management and communication training aims to teach office managers to “position themselves as executives” and to practice reporting. Far from the stigmatization of the local manager “incapable of”, the analysis of needs makes it possible, on the contrary, to reveal professionals, for whom the profession and cultural proximity constitute managerial resources in a constrained organization.
