The concept of social development is based upon the will to promote policies of emancipation and participation. In the framework of decentralization, social development means making proximity to populations an advantage. The concept expresses the ambition for a more local approach to public policies based upon partnership in order to go beyond segmented top down methods. Social development is a territorial strategy that consists in acting upon all aspects of the environment and promoting empowerment on an individual and collective level. The General Assembly and its regional meetings made it possible to show inspiring practices, initiatives, and collective projects in the territories. We now need to extend these practices and in order to do so to reinforce social work training in collective action, promote a culture of transversality, and desegment each professional sector of activity.
