This article analyzes the way in which the concept of “active aging” has progressively been mobilized to develop a framework of international analysis facilitating action on the adaptation of territories to aging. Through the approach of “age-friendly cities,” developed massively by the WHO, it is about how the principles that prevail on an international level are practiced locally. The article shows how an apparently standardized approach has been developed in different ways in three different national contexts: the United States of America, France, and Quebec. The article then discusses the advantages and limits of this model in the development of a more inclusive policy.
