RésuméL’attractivité des territoires est un enjeu majeur de politique économique. Cette étude essaie d’évaluer l’importance de différents critères macroéconomiques dans la détermination de la localisation des entreprises industrielles, à l’aide d’un modèle de type gravitationnel. Cela permet d’apprécier les performances des principaux pays de l’OCDE, en termes d’accueil des entreprises étrangères. Les États-Unis et le Japon se présentent comme deux cas polaires: dans le premier cas, tous les pays investissent davantage que le potentiel estimé par le modèle, alors qu’au contraire l’Archipel souffre d’un déficit évident d’investissements étrangers. Si la France a parfois une image dégradée auprès des investisseurs internationaux, les résultats obtenus montrent que la présence étrangère dans l’industrie française est en adéquation avec le potentiel estimé.Classification JEL: F21; C31.

The attractiveness of territories is becoming an increasingly important issue of economic policy. This study aims at assessing the influence of various macroeconomic criteria on the location of industrial firms, using a gravitational model. This can be a useful tool to assess the performance of the main OECD countries, regarding their ability to host foreign enterprises. The United States and Japan can be seen as complete opposites: all countries invest more in the former than is suggested by the model, whereas the latter suffers from a clear deficit in foreign investment. As for France, which often has a poor image among international investors, the investment share of foreign firms is actually close to the potential predicted by the model.
