RésuméFondée sur la cristallisation d’une urbanisation dense autour des infrastructures ferroviaires, la « thérapie du chemin de fer » menée à Rome entre 1993 et 2008 témoigne de l’affirmation du « modèle rhénan » comme référentiel de la planification urbaine en Europe. Le projet romain a toutefois rencontré de grands obstacles – désynchronisation des réalisations édilitaires et infrastructurelles, pesanteurs du cadre institutionnel, décalages entre les intentions des documents d’urbanisme et la capacité opérationnelle des acteurs publics –, qui rappellent le poids des héritages territoriaux dans la réussite des politiques urbaines durables.

The cura del ferro in Rome (the rail solution): difficulties articulating urban planning and transportBased on the development of a dense urban fabric around railway infrastructures, the “ cura del ferro” (or the rail solution) introduced in Rome between 1993 and 2008 subscribes to the “Rhine urban model” as a new paradigm for urban planning in major European cities. However, in Rome, urban densification has come up against numerous obstacles: desynchronized developments, institutional conflicts and discrepancies between planning documents and the operational scope of public stakeholders. This case study points to the need to plan sustainable public policies in the light of territorial legacies.
