RésuméL’institution est un dispositif symbolique nécessaire à la socialisation et à la subjectivation des individus. La crise des institutions doit être entendue comme une crise des valeurs, grands principes moraux à l’égard desquels nous avons pourtant une attitude ambivalente. Devant la complexification croissante des systèmes institutionnels (travail en réseaux et en équipes, droit de regard des usagers, des évaluateurs et des financeurs), le poids de la responsabilité personnelle des acteurs des institutions s’affaiblit. Il semble urgent, sous peine de voir surgir des discours passéistes sinon réactionnaires, de mettre au travail le rapport que nous entretenons à ces idéaux et de construire une politique de l’enfance fondée sur les conditions de possibilité de l’expérience enfantine.

The institution is a symbolic system necessary for the socialisation and the subjectivation of the individuals. The crisis of the institutions should be regarded as a crisis related to the values, to the moral principles towards which we still have an ambivalent attitude. With respect to the growing complexity of the institutional systems (net work occupation, team work, rights of examination for the users, for the people in change of the appraisal and the financing), the weight of the personal responsibility of the institution’s members is undermined. It seems urgent to day to ractivate our relationship to these ideals and to build up a childhood policy based upon the conditions of the possibilities linked to the infantile experience, otherwise backward if not reactionary speeches would arise.
