Cet article analyse l’évolution des systèmes d’acteurs impliqués dans les politiques territoriales de développement économique dans la métropole lyonnaise afin d’étudier les mécanismes et les effets du processus de réétalonnage de l’État en France. Nous défendons que la crise du modèle centralisé d’organisation spatiale du développement économique a été surmontée par la promotion de l’échelle métropolitaine comme espace d’action collective et que cela a débouché sur l’institutionnalisation d’un gouvernement métropolitain fort. Cette transformation institutionnelle s’accompagne d’une hybridation de l’héritage étatiste de politiques publiques propre à l’État français. Ainsi, si le changement d’échelle permet une reproduction des institutions politiques dans un cadre économique transformé, la logique de l’État est toutefois mise sous tension par ce processus.

Metropolitan statism?In order to assess the mechanisms and outcomes of the state rescaling process in France, this article looks at the territorial economic development policies in the Lyon area and the ways the systems of actors evolved over time. It is argued that the crisis of the centralized model for the spatial organization of economic development has been overcome by drawing on the metropolitan scale as a space for collective action and that this has led to the institutionalization of a strong metropolitain government. This institutional change goes hand in hand with a hybridization of the French statist policy heritage. If the rescaling process had allowed a reproduction of the political institutions in a changing economic context, the logic of the French state is however put under tension by this process.
