Currently, the promise of universal criminal justice embodied in the creation of the International Criminal Court remains unfulfilled. It has been prevented from addressing the Syrian disaster and prosecuting those responsible. Nonetheless, the commitment and organization of an international community of individuals together with the expansion of European judicial cooperation and the rise of universal jurisdiction now make it possible at the very least to prosecute those suspects who have tried to hide in Europe.
