Réunifiée de facto voici quinze ans avec la chute du mur de Berlin, l’Allemagne est redevenue un sujet de droit international pleinement souverain avec le traité du 12 septembre 1990. Bien que cet événement historique ait réactivé diverses représentations géopolitiques s’inscrivant dans la thématique du Sonderweg (d’aucuns ont évoqué le spectre de Rapallo), la « nation tardive» d’autrefois se veut aujourd’hui une nation « normale», assumant ses responsabilités au sein des cadres multilatéraux existants (ONU, OTAN, Union européenne). Conçue pour la défense de l’avant, le « nez sur le rideau de fer», l’armée allemande doit aujourd’hui être à même de projeter forces et puissance « au loin». Pour autant, l’indispensable refondation de la Bundeswehr peine à suivre la normalisation diplomatique. L’atonie de la croissance économique et donc des ressources budgétaires, la péren-nité de la conscription et une culture stratégique oublieuse des héritages historiques obèrent l’affirmation nationale de la « nouvelle Allemagne» sur le plan militaire. Les représentations géopolitiques francoallemandes en sont quelque peu bousculées.

The Refounding of the Bundeswehr: Nation Assertion and “Culture of Restraint” Germany, reunified de facto fifteen years ago with the fall of the Berlin Wall, has become a fully sovereign subject of international law, with the Treaty of September, 12th 1990. Although this historical event has brought several geopolitical representations to re-emerge, in line with the “Sonderweg” (some suggested the Rapallo spectre), the formerly “late nation” now wants to be a “normal” nation, taking responsibilities within existing multilateral frameworks (UN, NATO, EU). Conceived to be the forward defense, the “nose on the Iron Curtain”, today the German army must be able to project forces and power “out and afar”. Still, the necessary refounding of the Bundeswehr struggles to follow the diplomatic normalization. The apathy of the economic growth and therefore of the budget resources, the permanence of the conscription, as well as a strategic culture, forgetful of historical legacy, burdens on the national assertion of the “new Germany” from a military point of view. Because of that, the geopolitical representations between France and Germany are somewhat jostled.
