L’État providence culturel a comporté deux phases distinctes. Dans la première, l’effort pour diffuser la culture dans les classes populaires et la protection de l’artiste par l’État s’inscrivaient directement dans la logique propre de l’État providence : assurer concrètement l’égalité de tous. Dans la seconde, l’État est intervenu directement dans la vie artistique et dans la production des œuvres artistiques. Il a contribué à la politisation et à la médiatisation de l’action culturelle. Cette nouvelle forme de l’État providence, qui s’exprime aujourd’hui dans l’ordre culturel, pourrait aussi se manifester dans d’autres domaines et remettre en question le rôle d’arbitre de l’État.

Thoughts of a Layman on the Cultural Welfare StateThe cultural welfare state has two distinct phases. In its first phase, the state concentrated its efforts on bringing culture to the working classes and on protecting artists, in accordance with the logic of the welfare state, which is to guarantee the equality of all citizens. The second phase was one of direct state intervention in artistic activities and the production of works of art. This helped to politicize and mediatize cultural activity. The new form of the welfare state on today’s cultural agenda could also manifest itself in other areas, and then the role of the state as arbitrator would be in question.
