Justices of the Peace as New Neighborhood Courts in Portugal

In Portugal, new neighborhood courts were created in 2001. Originally set up in four towns, they now exist in fifteen, and ways of implementing the scheme throughout the entire country are currently being studied. The paper recalls the history of this reform and the political process that led to its approval. It summarizes the results of sociological follow-up work concerning the first six months of the new courts’ operation, based on surveys addressing the professionals involved in the new system, as well as its users. It sketches a tentative assessment of the consequences of this reform on Portuguese judicial culture and on the public image of the judiciary.
