Cairo’s “unofficial” garbage collectors, the Zabbaleen, are more efficient at recycling waste than anyone in the West. However, these ragmen are stigmatized by the general population and by the government, and both don’t recognize the service they provide. They are constantly under threat of elimination. The culling of their pigs in 2009 was tremendously destabilizing. What happens to the Zabbaleen reveals an authoritarian regime and its views on cleanliness and sustainable development. But is it possible to get rid of the Zabbaleen?
