In this paper, the author argues that what matters for development is learning and, more broadly, technical progress and developmental transformation. The author focuses on a simple model of learning with a single factor of production (labor) and emphasizes cross-sector learning spillovers. He provides both a case for industrial policies and an analysis of the optimal design for such policies.
