The Kyoto Protocol: The North-South Divide and the Challenge of Sustainable Development

The Kyoto Protocol set the target of a reduction of at least 5% in greenhouse gas emissions generated by human activities by 2008-2012 against a 1990 baseline. This reduction is required of developed countries only. The divide with other countries thus ratified is analysed in this paper using the most recent economic and environmental data. Each country's Human Development Index is compared with its carbon footprint to address the double requirement of sustainable development: an ecological footprint of no more than 2.1 hga per person and an HDI of at least 0.800. This means that socio-economic development must be achieved simultaneously with environmental protection by involving both developed and developing countries.
