Après avoir entrepris une politique patrimoniale au début des années 1980 et obtenu des résultats, la petite ville de Tongli est devenue, au même titre que Zhouzhuang (Jiangsu), un modèle largement copié en matière de protection du patrimoine et de développement du tourisme. Cependant, ce modèle qui répond à des orientations prises en plus haut lieu semble aujourd’hui faire face à ses premières limites. L’objet de cet article sera d’inscrire la patrimonialisation de Tongli et d’autres petites villes dans le contexte national et local afin d’en dégager les enjeux, les acteurs mais aussi une conception du patrimoine et du tourisme propre à la Chine.

After initiating a conclusive heritage policy in the early 1980s, the small city of Tongli became, along with Zhouzhuang (Jiangsu), a widely copied model for heritage preservation and the development of tourism. However, this model, the product of top-down decision-making, is currently facing its first challenges. This article situates the heritage transformation of Tongli and other small cities in a local and national context in order to better understand the issues and actors involved, along with China’s unique conceptualizations of heritage and tourism in China.
