The nuclear energy debate: Conflict, participation, and deliberative activism in social movements

This article puts deliberation approaches into perspective, using the case of nuclear power in France. By analyzing the conflictual participation of the anti-nuclear movement in institutional public debates, it shows the need to go beyond the dichotomy traditionally established between social acceptability and “barbarization” in deliberative procedures. Then, drawing on a communicative and political approach to deliberation, this article proposes a conceptualization of conflicts and disagreements within deliberative forums. This conflictuality is the basis for a new problematization of power relations between “opponents” and “promoters.”
