Depuis plus de deux décennies, les pouvoirs publics algériens ont mis en place des politiques d’innovation pour construire un Système National d’Innovation (SNI) solide et améliorer les performances économiques. Cependant, le SNI demeure immature, ce qui freine les processus d’apprentissage et d’innovation. L’objectif ici est d’analyser sous une vision large le SNI algérien. Il s’agit d’examiner les différentes composantes du SNI, évaluer les capacités d’apprentissage et d’innovation, mesurer la production de l’innovation et les performances économiques. On s’interroge ici comment les pouvoirs publics algériens peuvent-ils construire un SNI complet afin d’améliorer les performances économiques. Pour répondre à cette question, notre méthodologie de recherche utilise trois types d’indicateurs complémentaires afin d’analyser, sous une vision systémique et interactive, les processus d’apprentissage et d’innovation. Pour aller plus loin et remettre l’analyse dans une perspective plus large, nous utilisons aussi des indicateurs de performances économiques. Nous proposons à la fin des politiques spécifiques pour construire un SNI solide et améliorer les performances économiques en Algérie.

For over two decades, the algerian public authorities have implemented innovation policies in order to build a strong National Innovation System (NIS) and improve economic performance. However, the NIS remains immature, which blocks innovation processes. Our objective is to analyze the algerian NIS from a broad perspective. This involves examining the different components of the NIS, evaluating the learning and innovation capacities, measuring the production of innovation and economic performance. We wonder here how the algerian public authorities can build a complete NIS in order to improve economic performance. To answer this question, our research methodology uses three types of complementary indicators in order to analyze the processes of learning and innovation from a systemic and interactive perspective. To go further and put the analysis into a broader perspective, we also use economic performance indicators. We propose at the end specific policies to build a strong NIS and improve economic performance in Algeria. JEL Codes: O33, O11, O57
