Principal axe naturel de communication entre l’Afrique arabe et méditerranéenne et l’Afrique noire, intéressant neuf Etats dont trois – l’Egypte, le Soudan et l’Ethiopie – le considèrent comme vital, le bassin du Nil constitue un enjeu de taille dans les relations et la géopolitique régionales. Après avoir retracé l’histoire mouvementée des accords – et désaccords – dont il a fait l’objet, l’auteur présente les stratégies respectives de ces trois Etats, non sans avoir souligné, à partir du cas du Nil, les défaillances du droit international concernant l’exploitation des eaux par plusieurs pays riverains.

After retracing the eventful history of the agreements and disagreements of which it has been the object, the author presents the respective strategies of these three nations, drawing on the case of the Nile to emphasize the failings of international law with regard to the water use by several riverain nations.
