Les derniers processus électoraux ont donné une certaine visibilité aux changements, par le haut, qui s’opèrent dans le Golfe, spécialement au Koweit et au Qatar. Le vote des femmes n’en est pas le moindre, bien qu’il suscite des oppositions, d’ailleurs différentes de celles qui entourent la libéralisation économique. La percée, au Koweit, de la tendance libérale est un élément que l’auteur met en évidence en même temps que son opposition à la mouvance islamiste, encore très puissante, également en corrélation avec la « tribalisation » du champ politique. Au Qatar, on assiste à une ouverture politique voulue et contrôlée par le nouvel émir qui suscite une adhésion mitigée.

The most recent elections shed some light on the top-dawn changes taking place in the Gulf, especially in Kuwait and Qatar. The vote for women is not the least of these, although it aroused opposition in some quarters, incidentally not from those who opposed economic liberalisation. The author highlights the breakthrough of the liberal movement in Kuwait, as well as its opposition to the still very powerful Islamic movement ; he also deals with the tribalisation of the political sphere. The political overtures in Qatar, initiated and controlled by the new emir, have received mixed support.
