Cet article propose une analyse sociopolitique des instances de coordination nationale ( Country Coordinating Mechanism, CCM) du Fonds mondial de lutte contre le sida, la tuberculose et le paludisme. Il s’appuie sur l’historique du Fonds mondial, fondé en 2002 et la césure que représente l’émergence du « nouveau modèle de financement » ( New Funding Model) proposé depuis 2014. À partir d’une approche diachronique (l’historicité de la réponse institutionnelle au sida en Afrique à partir de l’intervention du Fonds mondial) et synchronique (l’analyse de l’élaboration des notes conceptuelles issues des pays en vue d’obtenir le financement du Fonds mondial), ce texte montre la matrice institutionnelle au sein de laquelle l’action publique se fabrique en Afrique.

Governance and AIDS in Africa: Instruments of international public action, from the example of the Global Fund This paper proposes a sociopolitical analysis of the Country Coordinating Mechanism (CCM) of the Global Fund against AIDS, Tuberculosis and Malaria (GFATM). It is based on the history of the Global Fund established in 2002 and the break which represents the emergence of the “New Funding Model” proposed by the Global Fund since 2014. From a diachronic approach (the historicity of the institutional answer to the AIDS in Africa from the intervention of the Global Fund) and synchronic (the analysis of the elaboration of the Concept Notes from countries to obtain the financing of the Global Fund), this paper aims to show the global institutional matrix within which the public action is making in Africa.
